A Structured Framework for Lasting Systems Change

Infographic illustrating a five-phase structured approach for real-world change and better systems.

Testing, Implementing, and Scaling What Works

Family Systems Innovation Lab, Inc. is a nonprofit organization focused on strengthening child welfare and family-serving systems through research-informed implementation, policy-to-practice alignment, and structured reform support.

FSIL helps agencies, jurisdictions, philanthropic partners, and family-serving organizations test, operationalize, evaluate, and scale child welfare reform under real-world conditions. The model is designed to reduce implementation risk, support workforce readiness, generate operational learning, and improve decision-making through evidence gathered from practice.

From Readiness Assessment to Sustainable Systems Change

Our methodology includes:

  • Stage 0 – Strategic Entry & Readiness Assessment
  • Phase 1 – Scoping & Baseline Review
  • Phase 2 – Design & Launch Preparation
  • Phase 3 – Implementation Support
  • Phase 4 – Findings, Evaluation & Scale Strategy

This structured approach enables organizations to test, implement, evaluate, and scale reform before broader system expansion.
